Richard Westfall is an attorney with extensive experience in handling appeals in a broad range of subject matter areas (routinely working with trial counsel in various roles), and litigation involving state and local government, public policy, constitutional law, election law, regulatory law, utility law, and Medicaid. He routinely handles high-profile public policy cases in Colorado courts; he is General Counsel of the Colorado Statewide Internet Portal Authority and has represented local governments on matters involving significant public policy.
Mr. Westfall is the former Chair of the Colorado Lawyers Committee (“CLC”), a member of the CLC’s Executive Committee, and co-chair of CLC’s Election Task Force. He is the former General Counsel of the Colorado Republican Party. He was a former board member of the Colorado Nonprofit Association and former chair and co-chair of its Public Policy Committee. While working with Colorado Attorney General Gale Norton, Mr. Westfall sat on the Title Setting Board, chaired the National Association of Attorneys General’s Federalism Working Group, oversaw the Attorney General’s Hospital Conversion Task Force, and acted as liaison with the Governor’s office, the Colorado Supreme Court, and the General Assembly. While in private practice, Mr. Westfall has represented the General Assembly in a number of significant cases.
Prior to joining the Firm, Mr. Westfall served as Solicitor General of the State of Colorado and previously worked with Davis, Graham & Stubbs in their Denver and Washington, D.C. offices. Before joining Davis Graham, Mr. Westfall clerked for Justice Byron White on the United States Supreme Court and Judge Robert H. McWilliams on the Tenth Circuit.
Richard is an avid fly fisherman, golfer and bird hunter. He is married to Suzy, a banker, and they have a wonderful Mini Schnauzer, Niki.
